An object having both rotational and rectilinear motion means that the object moves linearly but in such a manner that the object's axis of rotation remains unchanged. 
The most common example of combined rotational and rectilinear motion is a rolling wheel. It undergoes linear motion while rolling and the axis of wheel remains the axis of rotation.
