So … in “We will start making the cake” what is the subject, object, actor, and undergoer? “We” is the subject/actor and “making” is the object/undergoer. “Making the cake” is the full gerund phrase to “promote” to subject.

So move the undergoer to the subject position to get “Making the cake + passive form of the verb + by us (prepositional phrase).”

It comes out as “Making the cake will be started by us.” (It’s a phrase you probably will never hear outside a step-by-step narrative on say a chef show.)

It can get very confusing if you do not properly identify the subject and actor, undergoer and object. “Cake” is an undergoer but it is not the immediate object of the verb phrase “will start.” (It is the object of the gerund “making”.) If you treat “cake” as the object by mistake, you will turn your brain into a pretzel with odd attempts like */? “The cake will be started being made by us”—clearly just a bit awkward. (The meaning of */? is → * = unacceptable and ? = questionable; those are linguistics conventions to mark how a native speaker might see the utterance.)
