There is a very less difference between them but "poetic devices" are figures of speech used in poems whereas "figures of speech" can be used independently anywhere. (by anywhere, I mean, in any piece of writing)
But, some poetic devices may not be used as figures of speech, such as "alliteration."

A poetic device is a “tool” that poets or anyone writing poetry can use to create rhythm in the writing itself. This includes assonance, enjambment, and consonance.
The difference between the two is that the both of them are appropriately for used different things. For example, poetic devices to personify something like a storm would be something like personification or other devices provoking realism.
