Rowlatt Act (February 1919) was passed by the Imperial Legislative Council when the British ruled India. It simply violated human rights, as it had some outrageous rules in it. The act stated that any Indian person could be arrested at any moment, and the police or viceroy do not need to justify their decision of jailing the individual.
Clearly, this act was passed in a hurry because the British felt that Indian freedom fighters were getting united. To break this union, they passed this act.
Since it was totally unwarranted and unreasonable, it is considered as "The Black Act" for Indians.
