The Partial pressures of Oxygen and Carbon dioxide at different parts of body is given.

The important point to remember is that gas travels from Region of higher partial pressure to lower partial pressure.

Let's take an example from the table itself..

In oxygenated blood we see that Partial pressure of O2 is 95 and that of CO2 is 40(given in table)

And in Tissue it's given that Partial pressure of O2, which can also be represented as pO2 is 40 and pCo2 is45.

So, oxygenated blood reaches the tissue...We see pO2 is greater in tissue is just 40 which is less than pO2 in Oxygenated blood which has pO2 of 95...So as told earlier Oxygen move from Blood to tissue(ie. from higher to lower partial pressure) and Tissue utilises oxygen for it's need.
