because they are germinating seeds and while they do so, there will be a vacuum formed.
to fill the place of the vacuum, the water level rides in the test tube.

Answer:There is a rise in the delivery tube of flask A due to partial vacuum(oxygen absorbed by germinating seeds and CO2 by Soda Lime solution) created in the flask.

Explanation:As the partial vacuum is created in the flask, therefore there is less pressure in the flask and there is nothing in the delivery tube(no air)so the water pressure being more, the level of water rises in the delivery tube.
