can atoms of all elements exist independently? How do atoms form matter?

some elements like noble gases neon can stay independtly. But not all ,it is possible for a very short time that an atom stay independently because after combining they release energy and get stable.

Althought atom is also matter.

it is for only short time when their is gaining and loss of electrons from different from each other. It forms matter when they unite each other
