Yes in CCL4 it is in -4 state

yes if it is attached to an element which is more electronegative than it, it will for a +ve ion and if it is attached to a more electropositive element it will form a -ve ion.
 carbons ion formation is really rare
carbon tends to share electrons thus forming covalent bonds
