Can deliquescent substances be called hygroscopic substances?

Explanation:

A hygroscopic substance absorbs water from the atmosphere. It may absorb enough to clump together, but that's it. A deliquescent substance absorbs so much water from the atmosphere that it actually forms a liquid.
