Yes it Ofc can. Deserts have been recovered a ton of times. Among the Top cities of the world are dubai and saudi. These were Both VAST deserts but now they're filled with High rise skyscrapers, Good food, And lots of trees and Parks. Trust Me. i live in dubai and i can tell u first hand we are SOOOO green here. So yep it is possible to restore Desert Land.
