no.if there is opposing force the applied force doesn't fo work.

no each and every force applied is not necessary of doing work
for example : a man carrying a box is walking 5 km. the man is doing work and he applies force on the box but the box will not do any work as it do not move
so it's not necessary every time that force applied to any object will definitely do work
