Yes . Hydrogen can exist in the single state when it us in the form of ionised plasma. This phenomenon occurs at various places from the plasma produced by the sun to the discharge tube experiments for finding emission spectra of hydrogen.
Ionised hydrogen is formed under high potential difference or at high pressuses and temperatures which results in the ripping away of the electron and hence hydrogen has nothing left to make a bond with another ion.
