Can light travelling from air to water suffer total internal reflection ?

the condition for total internal reflection is that the angle of incidence must be greater than the critical angle...now this phenomenon can only take place when light travels from a denser to a rarer medium. because we know that when light goes from dense to rare it bends away from the normal.if it is incident from rare it is not possible that it suffers T.I.R because it will only bend towards the normal..
