Can market value be smaller than Face value...?

Yes, market value can be smaller than face value

A discount percentage on the face value can reduce the face value off it's original to market value!!

Similarly, a market value can be greater than the face value.
A premium percentage on the face value increase the face value off it's original to market value!!
