Since a photon is energy, it cannot lose energy. Its energy can change form. When it is absorbed by the orbital of an electron, its form changes by an integral multiple of Planck's constant, and it activates higher energy of the electron.

The energy of the photon would be unaffected by the motion of the target, but the momentum thephoton imparts the target would be different depending on the speed.
