As of now RTI is like a toothless paper tiger. It appeared highly effective when it was enacted and brought into effect in 2005. All Govt offices used to respond promptly to all RTI applications. Gradually this effect died down. They all invented a new way to doge the RTI query or to mkae it ineffective. They started rejecting to oblige under some vague excuse. Or even not responding at all. The applicant has to file an appeal with the appellate POI. He too is in toe with the lower PIO. He would dodge or pass ineffective and vague order. Then you will have to approach the State RTI Commissioner. This office is flooded with with pending appeals running into thousands.Your turn may take couple of years, that too without any guarantee of effective solution to your original RTI cause. So we are at square one. The corruption flow is so string that it is impossible to cure even with Chemotherapy.
