So long as the hardship is shared then, yes, it can bring people together. Certainly there is the sense of mutually enduring pain, suffering, etc. This is especially apparent in the armed forces, in battle, with the hardship of war creating a ‘band of brothers’, including the officers. Though not a brotherhood which would include those generals situated well away from the fighting front.
And this is the issue, so long as the hardship is experienced more or less equally by everyone, regardless of social status, then a strong and lasting communal culture can arise as a consequence.
