Can someone tell me the meaning of the metaphor 'When dawn's first cymbals best upon the sky'

This line was written by the great poet Sarojini Naidu.

That means that "when the dawn breaks". Just about the rays of the Sun are falling on the sky. The bright red (orange) rays are spreading themselves and driving away darkness.

Also it means that another day starts for the people.
