i think E = 0 and B = 0 because charge doesnt move anywhere (zero gravity)
or E = 0 and B not equal 0
in the case of B is in the direction of velocity of charge and doesnt experience any force
or E = 0 and B not equal 0

Let's first discuss case a
Since there is Electric field E=0 and magnetic field B=0.
The total force on a charge particle is given
by F=qE+ qv xB
since E=0 and B=0
Hence F=0
Now
Let's first discuss case c
as F=qE+qv x B
the net force can be zero if electric and magnetic force are both equal to each other in magnitude and opposite in direction.
That means qE= -qv x B
In this case neither E nor B is zero but still the net Force is zero.
