can the average speed ever be zero?

Well...I guess yes..From  a logical point of view, if both the vehicles are stationary, their speed are 0 km/h and so the average is 0 km/h. Or even if a vehicle is going at 10 km/h and another is going at -10 km/h (which is nothing but going in reverse; deceleration), then the average speed will be 0 km/h.
