Yes, suppose you started jogging from home and your speed was not uniform and after some time you came back home . As velocity is the shortest distance from initial point to final point so the velocity =0

yes , velocity=displacement/time
if value of displacement or time is zero then the velocity is zero
for example : if a car travels from a to b in 1hr and the distance is 20km and then returns back to d in 2hr then displacement is zero
so velocity = 0/3
that is zero

you can take any other example where displacement or time is zero
