Yes, average velocity of a moving body can be zero. Average velocity is displacement by time. So for example, if you are travelling in a circle, and come back to your initial point, displacement is zero. Thus irrespective of the time you take, the displacement would be zero and hence average velocity of your moving body will also be zero.
