No, the High Court can not declare any Central law as invalid.

The High Court have no jurisdiction to declare any law as constitutionally invalid as the orders of High Court are binding on lower courts and all the High Courts come under the jurisdiction of Supreme Court. As per article 228A (1) No High Court shall have jurisdiction to declare any Central law to be constitutionally invalid.
