Yes, representatives can be chosen without election, but those who are standing for election like candidates. These candidates stand up for election and then whichever party wins, minister is from that party only.

Yes, only a group of people can choose the representatives on the basis of knowledge or experience without knowing everyone's choice. But this would not be called Democratic.
