In the english form, the poetry is of 11 lines and has no rhyming pattern whatsoever of a sonnet. Thus please don't worry about the poetry 'Where the mind is without fear' in its english form to be a sonnet. According to me, The original poetry is a bengali sonnet and not a sonnet in its english translated form.

Answer:
The poem is a prayer to God to protect the nation from evil effects. The poem was written by Tagore during the time when India was under the British Rule and people were eagerly waiting to get their freedom. It is a prayer to the Almighty for a nation free from any kind of manipulative or corrupt powers.
