Simon Commission was introduced in 1927. the British government appointed a statutory Commission to suggest for the administrative reform in India. this Commission was headed by Sir John Simon to prepare a report on the working of Dyarchy she introduced by the act of 1919 and to suggest for the reform. the Congress boycotted his this Commission at did not include any Indians.

simon commission was a decision making body in India.
john simon was the head of it
it have seven members in it.
it did not allow Indians to take part in it.
so Indians made struggle saying simon back...
