on 3:30 the smaller arm will be at 3 and the minutes arm will be at 6 so it will go a right angle of 90 degreed

The angle formed is right angle( 90°)
Because at 3:30 both the hands are in straight position in respect to the mean point and when the hands are straight then the angle is always of 90° .
