No we can't. Since in China there is no party other than the communist party.So people do vote, but there is just one option which is the communist party. And whoever heads it becomes the President. And the head is selected by the members of the the party itself.So essentially there is no free and fair election being practiced there.
The same is the case with Mexico. They do hold elections but people are compelled to vote the only present party.
Hence we may call them as having free and fair elections. But this is fraudulent and actually misleading since the elections are held just for name's sake.
