can we keep on withdrawing water from under the ground? how will it affect the water table?

if we keep on withdrawing water then the water table will go down and plant root system will not be able to take water for photosynthesis. no plants no humans
so it is simple that it do affect it and is then balanced by rainfall as plants are cause for occurrence of rainfall.
