No,we can't since there are no conditions available for life to survive , i.e. no water,food ,oxygen.

Yes, in future we can!
but, now it is not possible as the Mars atmosphere is full of harmful poisonous gases which is not survivable for us. the days are too longer and the night to longer.
THE main reason is also that the US not at all oxygen there so that we can survive there.
Today's technology is also not that much developed that we can live there,
at last,mars is full mystery we human are not knowing mars too much it's conditions. so, at present its not possible
