If you mean “using only copper”, then yes. Any electric current has an associated magnetic field, so a current-carrying conductor is an electromagnet, regardless of what material it is made. ... However, using copper alone will not make a strong electromagnet.

you can make an Electromagnet by using copper by wounding A copper wire around a soft iron core and passing current through it... It is because copper or any other metal when passed with electricity is bound to form a magnetic field
