First Answer ⇒ No.  Once cannot accelerate a car on a friction-less horizontal road by putting more petrol in the engine.

Explanation ⇒ Acceleration must be due to the Force of the Friction. Since, It will not be there then acceleration will not be caused. As a result we cannot accelerate it.

Second Answer ⇒ No. One cannot stop a car going on friction-less horizontal road by applying brakes.

Explanation ⇒ This is because, stopping is caused by the Retarding force which will not be developed due to the loss of the Friction.

Hope it helps.
