Can you consider a cluster of eggs as a tissue? Why ?

No because tissue is a collection of cells which perform a particular function like stomach,lungs, kidney etc. but a cluster of cell perform individual function or hatching which can't be call as tissue.

A tissue can be defined as an cluster of similar type of cells that form an aggregate that performs a specific function together in coordination in the body of a multicellular animal. Egg clusters (whether inside the body or laid out in the exterior), have many eggs just positioned near each other, they do not perform a function any function in coordination with each other, i.e. they do not act as single working unit.
