Transition to Democracy- It means transformation from an autocratic non- democratic form of government to a democratic form. This involves bringing down the exiting non- democratic government which may be characterized by a monarchy or a military regime and ultimately giving powers to the people of the country. For example, Poland and Chile .
_______________
_______________
Expansion of Democracy- It means taking democracy to the grass root level. Involving participation of all social groups empowering them. It implies sharing power with different regions, institutions and different groups so as to strengthen democracy and avoid possibility of conflict in a society. One can give example of power sharing arrangements in Belgium , even in India.
______________
______________
Deepening of Democracy- It means strengthening institutions of democracy so as to ensure greater participation and control of the people. It would also mean making those institutions more transparent in their functioning and responsive to the needs of the people. One may give example, Right to Information in India. Even In Mexico, for instance during elections in 2000 how defeated candidates alleged rigging, in this context deepening would mean having electoral reforms so as to ensure free and fair elections.
