✔✔ Not successfully. If the frog is larger, he'll tend to eat the turtle.
✔✔ They'll eat anything that fits in their mouths. If the turtle is larger, he may very well eat the frog. Turtles are predators.
✔✔ Even if you get very lucky and manage to have each animal at exactly the right size and personality that neither eats the other, they'll stress each other out and compete for food. This will probably kill the frog first, turtles seem to be able to handle stress a little better.
✔✔ These are both solitary predators. They do not make good cage mates.
