acceleration is rate of change in velocity . As both are vectors, change can be in magnitude or direction or both.
If you are asking whether a body with constant zero velocity ; NO then it cant be accelerating.
If the zero velocity is at any given point of time while the body is in motion, then YES acceleration can be present and enough instances have been given in other answers.
