U should start with 13 flowers and give 27 flowers at each temple and u will have no flowers left at the end I don't know it's minimum or not but this can be ur answer

no first I will have 39 and I will give 27
I have 12 left now It will be trippled to 36
Then I will give 27 And I have 9 now
9 will be tripled to 27 which I will give to third temple
