You can try to stop the pollution but you can't neutralise the effects of the pollution. Because the damage has already done . Well, however you can take some effective measures to stop further pollutions .

from my point there's a process by which air pollution can be overtaken..

by rain, if we do rain in the city all the pollutants of harmful gases present in the air mixes with water and the atmosphere becomes clean...
