let the mass of oxygen be x.

3/8=4.5/x

after rearranging, we get x=12, therefore, 12 grams of oxygen is required to combine completely with 4.5g of carbon.

from law of conservation of mass, we can say that total mass of reactants=the total mass of products, therefore

4.5g+12g=16.5g

so we can conclude 16.5g of CO_{2} is produced from the reaction.
