Hey

Gases in the atmosphere occurs in diffused form. They easily diffuse in each other .

There is very large intermolecular spaces between molecules of gases. They are very loosely bounded and they don't exists together .

As the different gases exists loosely and diffused into each other so they don't form layers .

Also, Though carbon dioxide is heavier than air, but it has a tendency to mix with other gases of air and since the rest gases are found at higher altitude so the carbon dioxide could not be able to be in the lower layer of atmospheric air.

Thanks.
