It means we can't control the function of the cardiac muscle.

Where as hand is involuntary as we can control it.

Muscles that are under your conscious control are called voluntary muscles, while muscles that are not under your conscious control are called involuntary muscles. cardiac muscles are under conscious control hence they are voluntary muscles.
