This transaction affects two accounts..i.e..bank account and cash account...both of them are 'Real' accounts...As Per the golden rules for accounting related to 'Real' accounts..."What comes in should be debited and what goes out should be credited" Here cash is incoming and hence should be be debited and money from bank is outgoing hence should be credited to that extent...
So the Journal Entry for cash withdrawn from bank for business use will be ..

Cash a/c Dr. 35000

To Bank a/c. 35000
