Lok Nayak Jaya Prakash Narayan was influenced a lot by communism, socialism, traditional Hindu value system, heroics of famous Rajputs, Bhagawad Gita, Gandhiji and famous freedom fighters. He was brilliant academically. He believed in hard work and happiness of people. He contributed to social services and awakening of people against atrocities against them. This shows that he was not interested just in selfishness and earning of money for himself. He was concerned with happiness of all people who treated him as the leader.
JP said this quote when he observed that political system in India and in some states was deteriorating, corruption, selfishness, inflation were causing unhappiness and unrest among people.
The popular definition of “Politics” says that it is the practice and theory of influencing people. It is related to acquiring a position of power and then exercising the power through organized governance to influence and control a human community (society). Thus good politics is about good control and good influence over the people. The public policy and welfare measures are to be designed to provide for the human needs in appropriate detail. The political system must properly take care of these.
Happiness of people is related to health, religion, marriage, family life, social connections, job satisfaction and living standards. There are established individual and national determinants of happiness for people. People who are healthy enjoy life more than those who are not. People who exercise their religion and religious services generally show happiness explicitly than those who are not. Thus religion shows a positive relationship with happiness in people. There are many other factors. People with a freedom of expression are happier than introverts or those with no freedom of expression (like slaves). People who have optimism, who have control of their own life and having self-esteem feel happier than those who do not have them.
At national level, the level of economy and its development increases happiness in people. Also the modernization seems to enhance happiness at a gross level. Political liberties, stability in political rule, less in economic inequality, less social inequality (like castes), low rates of social crimes, low crime rates against women, accessibility to health and education services and less unemployment rates show that people are happier in the society.
Democracy or any political system is supposed to provide people with the factors that make its citizens happy. It should not be like an anarchy where only the rulers' needs are important and a priority. They should not curtail any of the factors that make people happy. Thus true politics is to promote the human happiness. True politics are not to make politicians and members of political system happier at the expense of people in the state.

This quote reveals that, the politics should be based on the development and the happiness of the people.
I said development, because if one is developed, then, he will be happy. So, happiness comes from the development of each individual. And so, J.P. says that, politics is about the promotion of human happiness. It should aim about the human happiness, which will come only if the people are developed, and he indirectly mean the development of the nation.
As if leaders are for people; the people will be happy; if people will be developed; and if the people are developed, they are happy; then, the nation will be developed.
So, he says that the laws levied by the government should not be against the people. It should not be against the fundamental rights given to every Indian citizens. He is sure that, the politicians should not play with people, i.e., with their innocence. Though he says many things which brings happiness to the people, he was not born in a great family, i.e., in a rich family. He born in a village in Saran district of Bihar, though from his early childhood, he had a passion about the society and it's development.
From his childhood, he showed a great interest and passion about society, and to help others. He had passion towards reading from his childhood. He had read many magazines, and poems, which gave him a deep knowledge about the society and the people. He had also won an award for his essay. Then, he won all the hearts of the people. Especially the heart of the "Bharat Mata". HE is really a social activist in his life, and his quotes will truly reveals this.
