"consistent" means "without change or variation", while "constant" means "without stopping"

Constant: something which always exists at the same value. It is always there, without any change.

Consistent: something which is
not present always; but whenever it is there, it always has the same value, shape or characteristics. In other words, Exactly the same thing Every time.
