Although the poem is very small, it has a very wide and deep meaning attached to it. The poet has compared the fog to a little cat in this poem. Just as a cat enters a house silently, so does the fog. It is a common belief that fog usually comes in cold places but here the poet has shown how the fog attacks cities or harbours.
When a cat enters a house, it is not heard as it comes silently, but you come to know of its presence as soon as it spills something. Similarly, the fog too comes quietly and it is only when it does some damage that we come to know of it. As the cat enters the house without warning, so does fog attacks unannounced. And once it has done the damage, it moves on to its next destination, just like a cat moves on to the next house.
