► earlier in India for a long time, same party ruled both at centre and state. this means that state governments did not exercise there right as autonomous Federal units.


► after 1990 there was rise of regional political parties in many states of the country. this was also the era of the coalition government at the centre. this lead to new culture of power sharing and respect for the autonomy of the state governments.


► Federal power sharing is more effective today than it was in the early years after the constitution came into force.
