The greatest number which on rounding off to the nearest thousands gives 5000 is 5499.

When you have to round off a term to the nearest thousand value, then the hundreds digit of the number will be the decider.

If the number is 5 or more then it will go up or if it is 4 or less, it will move down. Here it is 0 so it moves to 4.
