a 1=1; b 2=3; c 2=-16

from equation 2

a 2=2; b 2=-3; c 2=-12

a 1/a 2; b 1/b 2;c 1/c 2

1/2;3/-3;-16/-12

here a 1/a 2 is not equal to b 1/b 2.

so the they are intersecting lines . therefore they are consistent lines.
