1)(x-2)2+1=2x-3
=> 2x-4+1=2x-3
=>The highest degree in a quadratic equation must be 2 but here the highest degree is 1. So it is not a quadratic equation.
2)x(x+1)+8=(x+2)(x-2)
=> x^2+x+8=x^2-2x+2x-4.
=> x+8=-4
=> Here also the highest degree is not 2 so it is also not a quadratic equation.
