Mangalore receives most of the rainfall from Southwest monsoon which is from June to September. ... As Southwest monsoon winds blow over Mangalore it gets blocked by western ghats and as it lies in windward side, it gets copious rainfall. Western ghats is the sole reason for Mangalore receiving more rainfall than Chennai!

Chennai is present on the east coast of India and its elevation is less than 7 metres while Mangalore is present on the west coast and foot hills of western ghats with an elevation of 22 metres.

Chennai receives most of the rainfall from Northeast monsoon which is from late October to December. Chennai receives rainfall by convection and by cyclones. Since there is no hill range close to Chennai, orographic rainfall is impossible over Chennai. Monsoon winds just pass over precipitating on its way inland.
